Urea Pricing Policy (UPP) Wing deals with Urea Policies namely New Pricing Scheme –I-II and III, Modified New Pricing Scheme-III, New Urea Policy-2015 and New Investment Policy-2008 & 2012.

In order to secure supply of P&K Fertilizers and raw material/intermediates as well as urea requirements, the Division has been assigned the task to initiate and finalize joint ventures and long term off take arrangements with countries having rich fertilizers/raw materials resource.

The Retention Price-cum-Subsidy Scheme (RPS) stimulated indigenous production and consumption of fertilizers in the country.  To achieve greater internal efficiencies and global competitiveness, unit specific approach of RPS was replaced by a group-based concession scheme called the New Pricing Scheme (NPS) from 1st April, 2003.

Fertilizer Movement Division is entrusted with ensuring adequate and timely availability of fertilizers to the farmers in all parts of the country on the basis of requirement furnished by Department of Agriculture & Farmer’s Welfare (in consultation with respective state Governments).

The Fertilizer Subsidy Division (Previous name- Fertilizer Accounts Division) is headed by Joint Secretary who is assisted by a Director (FS). Fertilizer Subsidy Division deals with payment of cost of imported urea of OMIFCO/Canalizing agencies, recovery of Pool issue price of urea from Handling Agencies,

The Secretary of the Department is the Chief Accounting Authority of the Department. As Chief Accounting Authority he performs his duties with the assistance of a Financial Adviser.

DOF is entrusted with the post fixture work of vessels arriving with Urea cargo imported on Govt. account.

This wing is headed by a Joint Secretary who is assisted by Deputy Secretary/Director (Non-Chemical Fertilizers). All work relating to formulation of policy, framing guidelines, Standard Operating Procedures and other related work regarding Market Development Assistance (MDA) are dealt with in this Section.

The Government has introduced Direct Benefit Transfer (DBT) system in Fertilizers w.e.f. October, 2016. Under the fertilizer DBT system, 100% subsidy on various fertilizer grades is released to the fertilizer companies on the basis of actual sales made by the retailers to the beneficiaries.
